HR Specialist I

ARServices is seeking an HR Specialist I to join our team supporting Naval Surface Warfare Center, Indian Head (NSWC IHD), Picatinny, New Jersey Detachment, and other Indian Head tenants such as Naval Ordnance Safety and Security Activity (NOSSA).
The HR Specialist I will perform HR-related tasks, potentially including (but not necessarily limited to) Equal Employment Opportunity (EEO) Office support, HR support services, organizational and program analysis, labor relations, recruitment and placement, training, and Enterprise Resource Planning (ERP) program support.
Principal Duties Equal Employment Opportunity (EEO) Office Support Provide technical assistance, advisory and counseling support to the EEO Office Assist with pre-complaints and formal EEO complaints Document the process to keep a record and statistics of the counseling activities within the mandated timelines Management Support Services Provide HR management support services to include classification, organization development, staffing, recruitment, training, HR development, employee and labor relations, and workforce diversity Support the management of programs related to HR and shall interpret, apply, and support the implementation of rules, regulations and processes Provide professional assistance to managers and employees in various personnel areas, including staffing, placement, recruitment, employee benefits, labor relations and employee relations support the development and continuous improvement of training programs, including identifying strategies and approaches for training and development.
Organizational and Program Analysis Perform organizational and program analysis, review and assess Command organizational requirements and develop recommendations and management strategies to incorporate new requirements to achieve mission goals Support the execution of position management and organizational reviews, analyzing findings relative to classification issues, and provide recommendations Labor Relations ProgramsSupport employee labor relations programs and associated Command responsibilities Recruitment and Placement Provide advice and guidance on the recruitment and placement process, including analyzing trends and forecasting changes in workforce requirements that will meet future mission demands Provide advice on advanced HR principles, concepts and practices, including position management and organizational design Training Advise management on the development and continuous improvement of a comprehensive, ongoing training program Process, distribute, and maintain files for all training request forms Review, document, implement, and continuously improve the Defense Acquisition Workforce Initiative Act (DAWIA) and professional, administrative and technical education and training program Enterprise Resource Planning (ERP) Program SupportSupport the NSWC IHD Enterprise Resource Planning (ERP) program responsibilities to include data association and report development, and processing of new NSWC IHD ERP users Requirements Active secret clearance Associate degree (AA/SS) in human resources, business administration, management, or other relevant fields from an accredited college or university OR a High School (HS) Diploma or GED equivalent and three (3) years of experience may be substituted for the Associate degree Two (2) years of recent experience in analyzing, managing and improving major aspects of human resources, organizational processes and functions Minimum one (1) year in a Federal Agency environment Knowledge of Department of Defense (DoD) policies and directives Experience with automated systems, including database maintenance and ad hoc reporting Excellent oral and written communication; including technical writing, plain English writing Desired Qualifications Detail-oriented, self-starter with excellent communication and time management skills Familiarity with NSWC IHD and/or the Department of the Navy Prior military experience or previous support to the DoD as a civilian or contractor Experience with Microsoft Office Suite, including Word, PowerPoint, Excel, Visio and Project Ability to quickly learn to use new IT systems and software Recommended Skills Administration Attention To Detail Automation Business Administration Business Process Improvement Communication Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
