SUMMARY TheConstruction Quality Control Managerposition is a critical role throughout the entire project.
This position will be responsible for implementation of the Quality Control Plan, assurance to the Quality Control System and applicable standards (ISO and Department of Defense) on multiple construction projects within Naval Surface Warfare Center Indian Head Division (NSWC IHD).
ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following.

Manages and implements the Quality Control Plan to ensure completion of identified procedures, outlined testing and reporting of data to the Government on appropriate forms and in accordance with the Quality Control System.
Makes autonomous and critical decisions that can affect all work and projects.
Uses expertise in Construction Quality Management to ensure compliance of work, materials and safety procedures.
Manages and enforces inspections on all lines of production and multiple construction projects.
Makes critical decisions that can affect all work processes and has the authority to shut down all work if work and materials do not meet required standards.
Inspects work for conformance to project plans and specifications.
Immediately stops any work that does not comply with contract plans and specifications, and directs the removal and replacement of any defective work.
Acts as Safety Manager and ensures safety compliance on all projects.
Manages and identifies issues arising during construction and verifies that deficiencies have been corrected.
Records and notifies the Project Manager and/or Project Superintendent of problems on a timely basis so that corrections can be made without impact to the project schedule.
Creates, updates and maintains the project submittal log and all other project specific quality control reports.
Reviews shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team, when necessary.
Schedules, reviews, certifies and manages submittals, including those of subcontractors, designers of record, consultants, architect engineers (AE), offsite fabricators, suppliers and purchasing agents.
Tracks preparatory, initial and follow-up control phases and control, verification and acceptance tests, including documentation.
Continues development of the project Quality Control Plan to address the specific needs of the project, as required.
Examines the work area to assure that all required preliminary work has been completed and is in compliance with the contract.
Reviews drawings and each paragraph of applicable specifications, reference codes and standards applicable to work being performed in the field.
Assembles and forwards project closeout documents that include O&M manuals, as-builts and warranties.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.
Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.
Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION/EXPERIENCE REQUIRED High School Diploma or General Education Degree (GED) and a minimum of five (5) years' Construction Quality Management experience and training, or equivalent combination of education / experience.
CERTIFICATES / LICENSES / REGISTRATION Construction Quality Manager Certification required NAVFC Certification from Army Corp of Engineers JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Knowledge of health and safety regulations, practices and procedures Detail-oriented with exceptional organization, analytical, problem-solving and critical thinking skills Excellent verbal and written communications skills with solid presentation and reporting skills Excellent customer service skills Ability to clearly and concisely communicate / explain information to a broad range of people with varying levels of expertise and/or responsibility Ability to determine and document appropriate guidelines for all quality assurance measurements Ability to construct, document and implement approved procedural changes Ability to manage multiple projects and priorities as well as to meet specified deadlines Ability to use discretion in the handling of confidential or sensitive information Ability to work both independently and in a team environment LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

May have exposure to indoor/outdoor adverse weather conditions.
Frequent exposure to noise - workers must wear protective hearing equipment or frequently shout in order to be heard above the ambient noise level.
Exposure to pollutants or allergens which can adversely affect the skin and/or the respiratory system such as gases, smoke, odors, mists, fumes, dust, chemicals, oils or solvents.
Exposure to hazardous working conditions including moving machinery, electricity and/or working in high places.

The job requires the use of protective equipment such as hard hats, respirators, aprons, gloves, special clothing, safety shoes and safety glasses.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
